Nach dem Abriss der ESSO-Häuser Anfang 2014 hat jetzt die Beteiligung der AnwohnerInnen an der Planung der Neubebauung begonnen. Konzipiert und umgesetzt wird dieser Prozess durch die PlanBude, ein Team aus KünstlerInnen, PlanerInnen und SozialarbeiterInnen von St. Pauli.

Seit September 2014 können AnwohnerInnen und Interessierte in den PlanBude-Containern Ideen entwickeln und bearbeiten. Fragebögen der PlanBude werden an sämtliche 18.000 Haushalte St. Paulis verschickt, MieterInnen und Gewerbetreibende befragt sowie komplexe Themen in öffentlichen Workshops bearbeitet. Stadtforschungsseminare mit Kindern und Jugendlichen der St.-Pauli-Schule begleiten das Projekt. Das offene Verfahren erarbeitet Bausteine und Kriterien für die Auslobung eines Architekturwettbewerbs, auf dessen Basis schließlich erst ein neuer Bebauungsplan erlassen wird. Obwohl das Gelände einem Privatinvestor gehört, sind die Chancen für die Umsetzung der Ideen aus dem Stadtteil relativ hoch, da viele Entscheidungen zusammen mit der Politik getroffen werden. 

Im Team der PlanBudewirken mit Margit Czenki und Chistoph Schäfer zwei aktiv Beteiligte des Gezi Park Fiction mit, dessen Modellcharakter als Projekt an der Schnittstelle zwischen Kunst im öffentlichen Raum und Bürgerinitiative bis heute international diskutiert wird. Bevor nach Abschluss der ersten Phase die Auswertung der Vorschläge beginnt, stellen Czenki und Schäfer das Projekt in der Reihe Stadtgespräch vor und diskutieren Formen der Teilhabe und Politiken der Zugehörigkeit heute.

Christoph Schäfer lebt in Hamburg und ist maßgeblich an Gezi Park Fiction beteiligt, das auf der Documenta 11 in Kassel (2002) gezeigt wurde.  Aktuelle Projekte und Ausstellungen (Auswahl): Bostanorama. A Marmaray Tunnel Excavation of the Collective Productions of Space Through Istanbul’s Stadiums, Parks, and Gardens (Present & Recently Destroyed), Istanbul Biennale (2013); Topografie der Gemeinheit, Bad Bentheim (2013); Auslaufendes Rot. Anti-Monument für die Rote Ruhr Armee, Europäische Kulturhauptstadt RUHR (2010). Since the demolition of the ESSO buildings in early 2014, the residents have been integrated into the planning of the new construction. Their contribution has been implemented by the PlanBude (Planning kiosk), in which artists, planners, and social workers from St. Pauli participate.

From September 2014 residents and other interested parties can develop and elaborate ideas. Questionnaires are sent to all 18.000 households, tenants and business owners will be interviewed, and complex issues will be worked out in public meetings. The project is accompanied by workshops in urban planning with children and teenagers of St. Pauli school. Through the open process modules and criteria for the posting of an architecture competition are developed. Though the area is owned by a private investor, the chances for the realization of the ideas from the neighbourhood are relatively high , because many decisions will be made together with politicians.

The PlanBude team includes Margit Czenki and Chistoph Schäfer, two active participants in Gezi Park Fiction, which continues to be discussed internationally as a model for a project on the intersection between art in public spaces and civic action. Before the first phase begins once the evaluation of proposals has been completed, Czenki and Schäfer will present the project in the Stadtgespräch series and discuss forms of participations as well as politics of the commons today.
